Operations & Maintenance Seminar

Need: Technical expert to propose/gather speakers and host a 1 day CWEA training seminar on plant ops and maintenance issues.

The 2011 WEF Wastewater Challenge is a national competition that’s both
challenging and fun. This hands-on competition requires teams of students to
build a wastewater treatment system from an assortment of household products
in an effort to protect a sensitive wetland ecosystem from being
contaminated. This event offers students an opportunity to compete and
problem solve with fellow students from schools throughout North America.
Please help share the news of this event to your student chapters.
 
The competition will take place in Sacramento, California, at the 2011 WEF
Residuals and Biosolids Conference on May 25, 2011, at the Sacramento
Convention Center. To be eligible to compete, your team must submit a Design
Report to the WEF Students and Young Professionals Wastewater Challenge
Sub-Committee, and the top 12 teams will be selected to compete. The
deadline to submit reports for entry is April 1, 2011, at 5 PM PST. There
is a limit of one team per student chapter. The WEF Wastewater Challenge
Guidelines provide complete details on how to participate in this event.
Information is also posted on wef.org under the Public Information/College
Students. A monetary award will be presented to the top two teams. The
Case Scenario below provides a brief look at the challenge at hand.

A. Case Scenario
A 200 acre Biosolids Compost Facility that has 100,000 cubic yards of
composting, curing, and finished compost on site sits next to an earthen
levee and just up-gradient from a sensitive wetland type ecosystem. The
levee is expected to breach and for several hours 5,000 CFS of agricultural
runoff and snow melt will run through the site with the normal runoff
controls getting overloaded. It is expected that most of this now further
contaminated water will reach the site fence line and if not stopped or
successfully treated will devastate the wetland. The Army Corps of Engineers
will be repairing the breach within 12 hours and therefore the solution to
the problem should be considered temporary. The natural slope of the
facility would channel the flow to an area of no more than 100 yards wide at
the fence line.
 
Your team has been asked to design a system to control and treat the runoff
for solids, nutrients and bacteria before releasing it to the wetland, if
necessary. You are asked to design a system to control and mitigate the
nutrient rich water, and you and your team will be asked to construct and
run the emergency water treatment system component of the overall design at
the competition to demonstrate the system’s removal efficiencies. The
overall design will have to demonstrate the control strategies and removal
efficiencies of your system, in addition to the emergency water treatment
system.

The City’s Bureau of Engineering has completed design work on a critically needed second sewer force main to manage peak flows from the Venice Pumping Plant to the Hyperion Wastewater Treatment Plant. The City is ready to start building the $60 million, 2 mile force main but a new court case has stopped the project.

In May 2010, the California Water Environment Association (CWEA) presented specialized Electrical and Instrumentation (E&I) training to 160 participants at four locations across the State of California.  The seminar was held in: Fresno on Tuesday, May 4, 2010, Eureka on Thursday, May 6, 2010, Riverside on Tuesday, May 11, 2010 and Vacaville on Thursday May 13, 2010. Featured Speaker Bruce Borders of Control Systems West provided training on Electrical Controls and Instrumentation of the type that are typically found at Pump Stations.   Record numbers of CWEA attendees were presented with detailed training modules related to the selection of control schemes that optimize operations at sewage and stormwater pump stations.  Operators, Maintenance Personnel, Design Engineers, Facility Managers and Supervisors were in attendance at the training sessions.  The program was structured to add to the knowledge and skills of station operators and maintenance personnel, as well as provide improved personnel performance, along with financial and safety benefits.

The IERCA was created in 2002 by a Joint Powers Agreement between the Inland Empire Utilities Agency (IEUA) and County Sanitation Districts of LA County (CSDLAC). The agencies have jointly evaluated composting as an economically and environmentally sound method of beneficially reusing biosolids from wwtps.

Workshop Overview:
Written communication is one of the most important work tasks that all technical people must perform. Unfortunately, technical people are often unable to write clearly or produce concise reports, usually  because of their focus on technical knowledge at the expense of   writing proficiency.

Dr. Tchobanoglous has developed a writing course for technical   people to provide them with the tools needed to produce quality technical reports, memorandums, and other written communication. To reinforce the subjects discussed at the seminar and to serve as a reference source for self-study, each participant will receive a copy of A Study for the Preparation of Technical Reports, Papers and Presentations developed by Dr. Tchobanoglous.

Normally, this course would be conducted over several weeks to cover the many facets of technical writing at a much higher participant cost. However, as a favor to CWEA Members, Dr. Tchobanoglous has agreed to condense it into a single day seminar focused on techniques that can be used to improve your writing through self-study.

On January 26, 2010, the California Water Environment Association (CWEA) Biosolids Committee hosted a specialty conference “Understanding Future Regulatory Trends and Impacts on Biosolids Management in California” at the Los Angeles Sanitation Districts Joint Administration Office in Whittier. This one-day biosolids specialty conference, which trained 76 people, consisted of a series of technical presentations separated by interactive discussions between leading experts and attendees. The morning session consisted of opening remarks and a review of the Part 503 regulations presented by the conference Chair, followed by six technical presentations. The innovative networking lunch also served as a venue for an update on Assembly Bill 32 and Green House Gas emissions standards (GHGs) presented by Patrick Griffith. The afternoon session, consisted of five technical presentations, and closing remarks delivered by the conference co-chair.

A total of 12 speakers gave presentations that covered a wide range of relevant topics, including current trends in biosolids regulations, application and limitations of the general order, an overview of the biosolids composting rule, county ordinances and local issues, national regulatory trends, impacts of air quality regulations, methods of managing biosolids that generate renewable power, and several case studies that demonstrated emerging technologies and illustrated successful regional solutions. The speakers also presented on these same topics at SFPUC in San Francisco on January 27. This event trained 160 CWEA members and non-members.

Based in Arizona, Dr. Trahern works with municipalities, wastewater authorities, and other consulting firms providing technical expertise and direction on pretreatment programs, wastewater process design and analysis and regulatory issues. While working at Malcolm Pirnie Dr. Trahern managed numerous local limits projects for municipalities and authorities in USEPA Region 9.

Dr. Trahern concurrently developed local limits guidance materials for USEPA Region 9. Recent projects include development of pretreatment programs for the City of Prescott, AZ and the City of Surprise, AZ and local limit updates for the City of Mesa, AZ and the City of Hopewell, VA. Dr. Trahern earned her Master’s and doctorate at Virginia Tech University.
